I believe it overlaps: "Boost.RDB provides bindings to various relational database systems." AFAIK, this work is derived from so called std::rdb concept presented on the BoostCon'09. There was a workshop dedicated to std::rdb. SOCI was one of the topics as an example of currently available implementation.
