Thank you very much for this patch. I have just applied it with some 
small modifications and added empty implementations for all other 
backends. I have also added a unit test for PostgreSQL (test11) to 
verify that it actually works:

I will try to implement this functionality for Oracle sometime later and 
I let the maintainers of other backends fill the remaining details.
The convention is that get_affected_rows returns -1 if the number cannot 
be computed.

Please report if something broke on the way.
