This would be problematic, as there is no "internal" type that has more 
precision than std::tm.

The only reasonable option that I can see for the moment is to use text 
format for transmission and appropriate conversion at the client-side. 
This is basically the general way of solving "unsolvable" typing 
problems in SOCI.

If you need high performance of data transfer and text format is a 
problem, then the only option is to extend the set of internal SOCI 
types, so that timestamps can be handled with higher precision natively.
