I've made a patch to disable tests on a per backend basis so as to
avoid spurious failures on cdash

I've added a cdash configuration file that uploads to the public cdash
http://my.cdash.org/index.php?project=SOCI

Please test and upload your tests.

MAJOR WARNING
as the test connection strings are printed in the cmake and test
output, your database credentials will be publicly available for the
world to see.
Please use a throw-away user with limited access for running tests if
you are considering Running make Experimental!
