 FWIW I definitely agree that it would be better to release 3.2.0 now
rather than 4.0 later too.

 Personally, I hoped to do several more things with SOCI but unfortunately
got distracted and side-tracked by many other unrelated things and I have
to admit that I probably won't have time to do anything any time soon
anyhow, so it's just not worth it to wait for anything from me, sorry.

 So, again, I'd release 3.2.0 as soon as it's practical and wait until
someone has time to fix the important outstanding bugs and maybe for some
more major features before releasing 4.0.
