I created semiautomatic landscaping system for this which uses
national land survey data.//

database.(6km x 6km tiles)
Those IR maps were then processed to extract RGB mask of forest
areas, water areas and flat areas.
Then some ICE scattering and shader building using those rgb maps as a
good starting point.
