Attachment: SOLR-269-UpdateRequestProcessorFactory.patch
* loads UpdateRequestProcessorFactories using the plugin loader stuff from
SOLR-260.
* makes a UpdateRequestHandlerBase class that XML and CSV share.
* loads and configures a chain of InputTransformations.
* moves UpdateRequestProcessor from o.a.s.handler to o.a.s.update

I am not sure we want to make the transformer interface public yet, but it is
here to show how I think it could be handled.
