NumberUtils to lucene?

Are the functions in NumberUtils.java general enough to move to lucene 
core (or some contrib package)?

I'm looking over locallucene 
http://sourceforge.net/projects/locallucene/ -- if NumberUtils were in 
lucene, it could drop the solr dependency for the lucene side of things.
