Solr 9 doesn't exist yet. Probably won't for at least a few months. The latest version is 8.7.0.
Solr's replication feature is used by SolrCloud internally for recovery operations, but the user doesn't configure it at all. SolrCloud uses its own mechanisms to replicate indexes. I doubt that those mechanisms will disappear when version 9.0 comes out.
