 It wouldn't be difficult at all to hoax something like this. I'm not accusing
anyone, that's just my gut feeling. You'd need an answering machine, some
software to splice together audio recordings, and some knowledge of numbers
stations so you can give it the same "feel".

 If that's what it is, I'd say it was clever and well executed.
