What I had done was these procedures:

1- I installed the squid.
2- Then I installed openldap21-client from the port collection without
altering anything about its location.
3- Then tried to install from
/usr/ports/www/squid/work/sq.../helpers/basic_auth/LDAP
4- make ... and in this phase I have received that error message.
5- I tried this: ldconfig /usr/local/lib and I had no error message. But
again whenever I wanted to make I got the same error that I have sent to
you.

The question is how can I tell my compiler where it could find ldap
libraries or any other way to make this works?

I would be thankful if you help me on this problem because it's been a long
time that I am trying to solve the problem.

Get a more recent Squid. There is MAJOR changes to the LDAP helpers in 
later Squid versions.

You are missing the LDAP development libraries, or LDAP is installed in a 
location not searched by your compiler.

What you need to look for is libldap.so or libldap.a
