Russia blocks Security Council approval of Milosevic arrest Frii, 29 Jun 2001 12:10:45 PDT UNITED NATIONS, June 29 (AFP) - Russia prevented the UN Security Council from issuing a statement Friday welcoming the handover of former Yugoslav president Slobodan Milosevic to the UN warcrimes tribunal, diplomats said. The acting US ambassador to the United Nations, James Cunningham, submitted a draft text to the council applauding "the courageous decision of the Belgrade authorities to meet Yugoslavia's international obligations," they said. But Cunningham's Russian counterpart, Sergei Lavrov, said he would not accept it, and the text was dropped. Lavrov, for his part, distributed the text of a statement issued in Moscow earlier, in which Foreign Minister Igor Ivanov said the handover of Milosevic was "unconstitutional" and could destabilize Yugoslavia.
