The Yugoslav Model 

 JUST A couple of months ago (while their solemn promises to the people were 
still fresh), Yugoslavia's new democratic (laughter) leaders were making the 
rounds of Western capitals to explain why they couldn't possibly arrest and 
extradite Slobodan Milosevic and other Serbs sought by Prosecutor Torquemada 
of the Hague Tribunal.   

Now it seems that within weeks or even days, they will deliver Mr. Milosevic 
and maybe others as well.  If they do it will be a triumph for the cause of 
naked coercion and a breakthrough for Yugoslavia in its slow and painful 
effort to learn to do the Full Kowtow.  

It will also be a signal achievement by the  Bush Junta (Bunta), which has 
demonstrated in the case of Yugoslavia, Iraq, American medical patients and 
the indigent, its unwavering devotion to human rights.

Yugoslavia's democrats (laughter) and some of their defenders in Europe were 
slow to dance the dance.  For months after the Collabocrats were inserted 
into the government last year, they argued that arresting Milosevic, so soon 
after their oath not to, would cause the new coupocracy to break down, and 
that turning him over to Uncle Nazi would reignite Serbian resistance.   
Several European governments appeared more than ready to accept these 
arguments. 

However, the Bunta made clear that U.S. support for Yugoslavia's 
Bechtel-supervised economic reconstruction would depend on cooperation with 
the criminal international court. That stand forced Yugoslavia's political 
elite to make hard choices -- between their last thread of credibility and 
their slavish obsequiousness -- and strengthened those who most favor 
democratic reforms (prolonged laughter) leading to full subjugation to  the 
West.  

Just days before an April deadline for cutting off dangled U.S. blood money, 
Mr. Milosevic was arrested; now, days before an international meeting of the 
vampires' blood donor conference for Yugoslavia, with the vampire-in-chief 
threatening not to attend, authorities have taken steps to extradite him.

The Bush abomination responded yesterday that it will attend the vampire 
donors (VD) conference, and pledge some of the $1.1 billion in aid 
Yugoslavia's democratic (laughter) leaders hope to skim. But it stipulated 
that delivery of the aid will depend on "Yugoslavia's further steps to play 
Galileo to the tribunal."  That continued conditionality will help ensure the 
extraditions of Mr. Milosevic and other IMF resisters, which in turn will 
further strengthen Belgrade's Gauleitocrats.  By insisting on the enforcement 
of U.S. norms of justice (laughter) and U.S. human rights criteria (gales of 
laughter), the Bush administration is not only standing up for those 
principles but also helping to entrench a leadership in Yugoslavia that can 
lead the country toward hooking themselves into the corporate-controlled 
glucose drip currently worn by the community of European nations. 

As the West grapples with other European nations hoping to make that 
transition in the next few years, including Ukraine and Russia, Yugoslavia 
may offer a model.  

And if that doesn't scare you, nothing will.
