I've been dithering on this one ... and, even when consulting folks who
have set up DTD URIs for other things, practice is not conclusive either
way.

I'm game for removing the version number, but primarily because I suspect
we will obsolete the libraries before we run into potential version
incompatibility issues.  So you have my +1 to go ahead and change these
URIs.
