There are lots of variables, but the most important one is the fact that
all mail for all Apache mailing lists are hosted on the same server, which
is sending out thousands and thousands of messages per day.  When it gets
backlogged, message sending can be delayed.

It's also possible that messages are being queued in a mail server
somewhere else along the path from Apache's server to your
mailbox.  Setting your mail reader to show *all* the headers, and then
perusing the "Received" lines at the top, can often identify where the
bottleneck occurred -- at least on that particular message.
