My guess is that the switch is configured to be aggressive about 
dropping UDP traffic.  Lots of switches come out of the box that way.  
The Sun Ray UDP traffic burst that comes in on a 1000Mbps port has to 
be buffered in the switch so that it can be played out through a 
100Mbps port.  If the switch decides to discard any of those packets 
then the Sun Ray will report that packet loss back to the server.  The 
server will assume that the loss is due to congestion (which it is, in 
a way) and will throttle back the packet rate and perhaps even resort 
to compressing packets.  This is what produces the "blocky" screen 
updates.

When the switch port is running at 1000Mbps use 'utcapture' to see 
whether the Sun Ray is experiencing packet loss.  If it is then try to 
find out whether the switch is dropping packets deliberately (it might 
track that statistic someplace) and if it is then reconfigure it to be 
less aggressive about dropping UDP traffic.

Sun had better be notorious for that, because that's exactly what the
standard requires.  If you disable negotiation then you have to do it
at both ends, and if you forget to do that then there's an excellent
chance that you'll get lousy connectivity.  The only time you can get
away with forcing one end is to force it to half-duplex, because that's 
what the other end will do when negotiation fails.

If your switch is forced to 100 FDX then you must also force the 
server to 100 FDX.  If you don't then the server will (correctly) do 
100 HDX and the result will be a mess.
