If you are an ISP, 50000 states isn't much.
It's not only web-sessions, but also DNS-queries (Hello (SU)RBLs, Hello
Spamassassin...) and inbound/outbound mail.
Especially NAT can kill a router quickly, if it is underspec'ed.
