Your own government sets the stage though, definately. people do as they are being done to. knowing or unknowingly, because even unkowingly (being away from closed-door (one can also call it secret) meetings, not knowing people's real intentions (enrichment, power, a false sense of superiority (if anything, true superiority is neither blabla, nor boohaa, but it's sharing, caring, creating an environment for sharing, and so on and so on) this is not merely a philosophy, it's much more like a fact, really. lesser note: as for labels such as terrirists, etc. they are similar or even worse, so that's also very true. However, Bush actually creates an environment for these types of things to florish. In my opinion; he doesn't stop them, he's 'fueling them'.
