Steve, sorry to be a little picky but it is best to run an engine at peak torque ( rather than peak hp )which for most motor car Diesels is around 1800 to 2000 revs.
HP is confused by engine speed ( hp= 2.pi.N.T/ constant) where N is rpm and T is torque. Best efficiency i.e. lowest specific fuel consumption is usaully at peak torque rpm. It also coincides with longest engine life.
