Search your complete project for "sf_web_debug". Maybe the other developer has disabled the web debug toolbar by hand [1] somewhere else in the code.

Btw "on/off" in yml files would still work. The parser was replaced in 1.3 imho.


[1] with "sfConfig::set('sf_web_debug', false);"

Yes.

Does it appear if you change it to true instead of on? I don't
remember when that change happened.

Everything seems to be on/off in that file but I tried it anyway and
it did not change anything.
