It was intentionally set off by me. If pot file is not updated and people
starts to translate a new language, then the translations are hard to
merge with a new pot file.
We should think on a regular pot update anytime it is updated on git branch
and not only very close to the release date.
So, every time that the translations are accepted must be with a new,
updated pot file.
If the pot file changes, then before update the pot file the on transifex,
the translations should be non allowed, and then the translations should be
commited to git and after that update the pot file and open a new
translation session.
Update the po files to git takes time because all the po headers have to be
fixed. So I decided to stop allowing translations until someone takes that
task.
