t-and-f: Is Meb going to Edmonton?

Hi, all

Need a definitive answer, if possible:

Meb takes second to Adbi tonight.  Meb has "A" qualifier. Abdi met "A'
qualifier last year but not this year.  Abdi has a "B" qualifier from
Stanford.  Does Abdi have to go under 28 in order for Meb to make Edmonton
team?

Need answer asap.
