The wiki page makes it abundantly clear that this is what "access" is for. It uses words such as "/legally-enshrined right of access" and "//dedicated to a specific mode of travel by law". If that isn't "legal" I don't know what is.
Other pages don't make it explicit what they don't support. The "highway" tag doesn't say that it shouldn't be used for mapping hippopotamuses, but you'd be silly to use it for that.
