I really wish I could come up with a suitable proposal to local governments to
remove the need to keep their own base layers and use OSM data instead, they
could save a ton of money over the long term by making use of crowd sourcing
and not needing their own map server to render map tiles, just have a java
script layer stuff over the top of the base maps.
