The attribution is very important to them and that's why someone is coding a plugin in JOSM that will be giving access to the WMS specifically and add the source automatically when the plugin is used (similar to what is happening with the Cadastre plugin, which enforces the source type in JOSM). That is a way of enforcing the source.
