Not sure if this is the problem, but part of the boundary relation does not follow a boundary=administrative way, it follows a road.  This is just west of Vernham Dean [1].

The boundary also follows the river Enbourne again without a way tagged boundary=administrative [2].

The best tool for finding errors in boundaries is this one, but it  
fails for Hamphire for some reason:-
