The wiki is also not the only truth. Peter - you get all sorts of rendering issues when you attach layer tags to objects that are typically drawn over-size (eg roads). So if someone has gone to the trouble of putting something that is typically below street level (eg a stream) to a consistent layer=-1 or something that is typically above (eg the North London Line) to a consistent layer=1, I'd leave well alone.
