Hi Jeffrey, I don't know much about nominatim technology, but `place=state` is wrong in Japan. We don't use it for now.
See the addressing scheme in Japan. https://wiki.openstreetmap.org/wiki/Japan_tagging In this case province=京都府 region=近畿地方 is right. (Note: region=近畿地方 is not a part of Japanese addressing system) muramoto
