Hi,

Typically, regional classifications do not map into OSM classification, and often conflict.

If a freeway / expressway is constructed as an OSM motorway, it should be motorway.

If a 'local' road serves an industrial area it should be unclassified because it doesn't serve residences.

And probably others. Even within OSM in the US, there is not an absolute level of classification that has been agreed on and verifiable by everyone.

Minor Arterial : secondary

Major Collector : tertiary
