The point that Steve makes is based on the fact he can't trust the CC-BY-SA anymore for the function he has used it before (mainly no other licenses being available). The only way to prove this would be a case. And don't forget, if a full database dump is made available under CC-BY-SA knowingly it is all PD, wouldn't that be a MUCH worse situation in this respect?
