no, you cannot tell whether a building is supended, raised,
underground or on the same level, if you don't map it correctly. Why
should we encourage people to map wrong, and correct the errors with a
certain probability in postprocessing, if we can also tell them how to
do it right?

there could also be grass on the roof (green roof, begins to become
popular due to environmental advantages).

the last part is probably ment as a joke, but here in Faroe Islands is is common to have grass on the roof
