Yeah, I've seen weird behavior in Chrome too. It used to be very good about refreshing tiles a few months ago but then it seems like something changed. Although I thought dropping the cache was good enough to force mine to get fresh tiles. Don't know that I've tried recently. I just use Opera when I want to see updated tiles. If you open a tile in a new tab and refresh it, the new version immediately gets displayed in the slippy map too.
