Yep, sure enough 5.5.5's context.xml has 

<WatchedResource>WEB-INF/web.xml</WatchedResource>

Cool. Thanks. I just stopped Ant from doing an explicit copy of web.xml unless 
the file has changed like everything else, and that works fine too.
