installing tomcat on win2000 advanced server

I am trying to learn JSP and am unable to get the tomcat server to run on my system. I am currently using win2000 advance server and have downloaded Inprise jbuilder4.  When I try to run the startup.bat file from a command prompt, I get the following message: You must set JAVA_HOME to point at your Java Development Kit installation.   Any assistance would be very much appreciated.   Thank you,   Dave
