reloading web.xml

I have noticed that Tomcat will see any changes in "web.xml" for a 
particular webapp without restarting the server.

But I have seen a few times where it doesn't reload the update to 
"web.xml" for my webapp.

Is this normal?  Or is there a way to get Tomcat to reload web.xml on 
every change to it?
