The 'admin' Context in 3.3.x is similar tothe 'manager' Context in 4.1.x. There are big difference when you get down to the specifics (e.g. 3.3 doesn't include Ant tasks), but in "Big Picture" terms, they do much the same thing from the HTML interface.
