Assuming that you aren't using JDBCRealm, then it should be enough to put
the jar file in $TOMCAT_HOME/lib/apps.  If you are using JDBCRealm, then
place it in $TOMCAT_HOME/lib/common.

Setting the CLASSPATH is evil ;-).
