They (netbeans.org) don't have "Sun One Studio 4.0" but they have Netbeans 3.5.1.  Or, 
you get a "bundle" of the latest Java with Netbeans 3.5.1 at 
http://java.sun.com/j2se/1.4.2/download.html.
