Although your Java virtual machine has enough memory allocated to it, something (probably the number of classes being loaded, or the number of times you're reloading the webapp) is causing the permanent generation to fill up. This holds class files, for example. PermGen defaults to 64 Mbytes, no matter how much heap space is allocated to Java.
