Sure,
Add the following to your web.xml...
<welcome-file-list>
<welcome-file>index.xml</welcome-file>
<welcome-file>index.html</welcome-file>
<welcome-file>index.htm</welcome-file>
<welcome-file>index.jsp</welcome-file>
</welcome-file-list>
At least you can do that in the Servlet 2.3 spec. I would suggest
upgrading to Tomcat 4.x.x anyway.
