Hi all

trac-darcs doesn't work at all on win32 systems because of the way it
invokes the 'darcs' process.

it basically, does
os.system( "cd repodir; TZ=UTC darcs changes" )
and that shell syntax doesn't work with cmd.exe.

I've attached a simple patch to let it work with cmd.exe.
