Trac is written in Python, so not easily. Given some truly insane bytecode translation (running everything on Parrot) it might be possible. More realistically you could make a normal (i.e. Python) plugin that calls your Perl script as an executable. If you want to make Trac plugins you will need at least a basic understanding of Python.
