It mostly depends on what exactly you want.
Let me explain: while transcode supports h264 encoding, it not yet
supports the mpeg4 container. So, if h264 in avi is enough (to be,
maybe, later be reencapsulated in mpeg), you're set :)
otherwise, no luck :(

If h264 in avi would suffice, you can use:
- the h264 encoder through ffmpeg (1.0.x, 1.1.x, HEAD):
  $ transcode -i source.mpg -y ffmpeg -F h264 -o out.avi ...
- the h264 encoder directly (1.1.x, HEAD):
  $ transcode -i source.mpg -y x264,lame,avi -o out.avi ...
