Hi Bill: Open Source dictation is a bit hard to come by. You might take a look at the CMU Sphinx projects:
http://cmusphinx.sourceforge.net/html/cmusphinx.php Some of the work being done for improving dictation is being done with the Eval Dictator project that is based upon Sphinx-4. The work is still underway, but there is some good promise.
