generate it's output. But You have missed my point.

We can't say a website/host/server down, just by getting "Request timed
out." from a single host, and when
we are in a *leaf AS*. Also we can't gurantee that the other end will not be
ping us when we can't
ping them.

My intelligent guess that, due to fiber cut near Singapore, we had very low
UL/DL BW. And when
you don't have enough BW, it shows some abnormal network phenomena that we
can't explain
rightly!!!
