I think the normal behavior is that fsck on 'clean' filesystems could be
skipped.

Are you telling that you see something like:
Routine check of drives: blabla...
Press ESC to skip

and pressing ESC does nothing?

Otherwise, I suspect you're filesystem was not cleaned, and so the initscripts 
doesn't let you skip the check.
I'm going to set this as 'incomplete', please feel free of saying somthing if 
you still see this issue.
