adding the user to the group "dip" did help, but it is not easy to even
find out how to do this. I hope this is solved in the final release. I
am trying to use Intrepid as a novice user, but would have been left
helpless at this stage.

Ubuntu is offering a "user and groups" program, which offers a tab "user
permissions" (or whatever the english wording is; I am using the German
language). This provides a list of things, which I can check. Among them
is "Using modems" and "Build up Internet connections with modems". No
entry shows the underlying name (like dip), which leaves a novice pretty
much in the dark, or forces him to check all offerings, hoping that one
would fit.

Kubuntu goes the other way: Its KUser program shows all existing user
names and group names, without any explanation of what this can possibly
be used for. I can check "dip" here, knowing only from your comment what
this my be for.

A novice might give up here and run away, possibly using that OTHER
operating system...
