I have confirmed that resetting the Logitech Bluetooth USB receiver after the OS is booted (either from CD or post install) does correct the keyboard/mouse issue until next reboot. This leads me to believe this is really the same as bug #289764.
I have also confirmed the 8.10 Desktop alternate install CD does not have this issue.
