If the binary package declares a dependency on libconfhelper-perl and
that is inappropriate somehow, then that's that package's problem. dpkg
is just doing what it's told here. If this is a problem with the
packaging of mplayer in Ubuntu, then please file a bug on mplayer (or
reopen this bug and reassign it there).

While the dpkg-shlibdeps warnings are new, they do not represent a bug
in dpkg-dev. As the message says, the binary in question appears to be
linked with libraries that it doesn't actually use, which is likely to
be a bug in its own build processes (nothing to do with dpkg). This is
inefficient and means the binary takes longer to start; it can also
result in unnecessary dependencies in the generated .deb. If you are the
package maintainer, read up on the build system in question and figure
out how to make it not link to those libraries. If not, don't worry
about it.
