Public bug reported: Whether fresh install or dist-upgrade to 9.04, the older kernel 2.6.27-11-generic available in Grub menu is now broken.
For computers with Atom CPU, such as DELL Mini-9 and almost all Netbooks, loading kernel 2.6.27-11-generic breaks support of CPU frequency scaling. This causes the CPU to always run hot at the maximum frequency and therefore temperature stress the entire computer. Somehow the kernel 2.6.27-11-generic is modified and corrupted by the upgrade to 9.04.
